STANDING RULES

I .Authority

Article VII, Section 12 of the Southampton By-Laws provides that "All five (5) Directors shall work with the Vice Presidents to (a) assure the efficient, economical, and effective operation of programs for the benefit and enjoyment of the members of the Association; (b) develop program schedules, operational policies and procedures, rules and regulations, job descriptions, and rental rates and fees for their respective facilities..."

Article VIII, Section 4 provides that "Program plans and schedules, operational policies and procedures, rules and regulations, job descriptions, and rental rates and fees governing facilities and activities shall originate in and be supervised by the respective standing committees, subject to the approval of the Executive Committee."

II.Rental Policies and Procedures

Rental policies and procedures for Southampton facilities were updated by the Board of Directors on November 27, 1995 (see attachment).

III. Tennis Rules

Rules and fees governing operation and maintenance of the tennis court facilities and tennis programs shall be approved annually by the Tennis Committee and be published in full each year in the March newsletter.
 

IV. Pool Rules

Rules and fees governing operation and maintenance of the swimming pool facilities and swimming programs shall be approved annually by the Pool Committee and be published in full each year in the May newsletter.

V. Ice Skating Rules

Rules and fees governing operation and maintenance of the ice rink facilities and ice skating programs shall be approved annually by the Ice Skating Committee and be published in full each year in the November newsletter.
 

VI. Special Activities

A. A program of day camps, classes for children, and other special activities shall be approved annually by the Special Activities Committee and be published in full each year in the newsletter during the spring.

B.The Special Activities Committee shall set the fees for each program.All fees collected are to be deposited into the Southampton general account.The committee shall determine the appropriate division of the fees collected between the instructor and Southampton.All such fees and division of fees shall be subject to approval of the Executive Committee.

C.A minimum and maximum class size may be established by the committee, in consultation with the instructor.

D.A higher fee may be charged to non-members.
 

VII.Newsletter

A.The monthly newsletter is for the sole purpose of distributing association news to the membership of the Association.

B.Announcements of Southampton Citizens Association meetings may be published in the newsletter.

 

VIII. Miscellaneous Rules and Regulations

A.The following activities are not permitted on the grounds:

a.Bicycle riding
b.Roller skating or roller-blading
c.Skateboarding

B.The Board may establish rules and regulations governing the types of activities which may be permitted in the pavilion under adult supervision.

C.Loitering is not permitted by non-members.No trespassing is permitted on the grounds after closing hours, as posted.

D.No weapons or illegal drugs are permitted on the grounds.

E.No alcoholic beverages are permitted inside the fenced pool areas, on the tennis courts, or inside the ice rink, except as such exceptions may be granted by the Board of Directors as provided in the Rental Policies and Procedures.Alcoholic beverages may be consumed on the grounds by adults during family night or during scheduled adult activities, subject to the approval of the Board of Directors.

F.Only SRA-approved activities shall be posted on the grounds.

IX.Standards of Conduct

1.The use of Southampton facilities is restricted to members (all categories) and their guests, all of whom are expected to conduct themselves with good judgment with respect to behavior, noise, and consideration of other persons.

2.The Association does not discriminate against any person on the basis of race, religion, or national origin, and will not tolerate behavior inconsistent with this policy.

3.Improper conduct of any member on the grounds may lead to suspension, subject to approval of such action by the Executive Committee.

4.Specific standards of conduct and disciplinary procedures shall be developed by the respective committees and approved by the Board of Directors.

X.Suspension

Any member of the Board of Directors, or the General Manager, or any supervisor has the authority to suspend any member or guest for that day.The respective coordinator or member of the Executive Committee may extend the suspension for up to one week.Suspension beyond one week requires Executive Committee or Board of Director's action.In case of minors, notification of the suspension shall be made to the head of the household.

XI.Additional Restrictions

Nothing in these rules and regulations shall restrict the authority of the Board of Directors to adopt additional rules, regulations, or restrictions on facility rentals or program activities, as necessary, reasonable, and appropriate to protect and serve the best interests of the Association and its members.

XII.Effective Date

The effective date of these rules and regulations shall be May 1, 1998.

Serious Verbal or Physical Assault (Adopted September 27, 1993)

Our first responsibility is to protect the safety of our members.This must include protection of our members from verbal or physical assault.Serious misbehavior of this sort cannot and will not be tolerated and may result in an immediate telephone call to the police.

In the case of serious verbal or physical assault by a member (or non-member) against any adult or child on SRA property, the Pool Manager or other employee should take immediate action to stop the offensive behavior.The lifeguard's whistle should be blown to signify distress (one long and three short whistles).

The Manager/Assistant should use only the minimum amount of force necessary to stop the offensive behavior.Then, the Manager/Assistant should get the name, address, and telephone number of the offender, get the names of any witnesses, and find out what happened.At this point, further action requires consultation with the General Manager.

Fighting or loud cursing between adults (or by adults towards children) is never acceptable and will result in an immediate call to the police and immediate suspension.The General Manager, if she is available, should call the police (911).If she is not available, the Manager/Assistant on duty should call the police.

Fighting or loud cursing between minors is never acceptable.The Pool Manager/Assistant is expected to use good judgment and discretion in handling such incidents, depending on the circumstances.

Any serious physical or verbal assault against any child, will result in an immediate call to the police and immediate suspension.At minimum, the offender(s) will be suspended for one week.If the offender is a child under 16, the General Manager will call the parents to pick up the children immediately.If the parents are unavailable the General Manager may call the juvenile authorities.Depending on the circumstances, the suspension may be extended for a longer period, including the remainder of the summer.

 

If the police are called, SRA will press assault charges and the General Manager will immediately notify the Director of Pools, Vice-President for Programs, and the President.

The Supervisor should remain on duty and write a brief set of notes on the incident as soon as possible.

These notes should include names of any persons involved, including witnesses, and the supervisors explanation of exactly what occurred and what action was taken.These notes should then be used to brief the police on what occurred.The General Manager should keep these notes in the office.

 

Enforcement

Violation of the pool rules can result in suspension from the pool for a limited time.Serious or recurring violation may be brought to the attention of the Southampton Board of Directors for suspension for up to one year, termination of membership, or other action as appropriate.

Southampton's Operating Rules and Regulations (Section X), adopted by the Board of Directors on January 26, 1998, state:"Any member of the Board of Directors, or the General Manager, or supervisor has the authority to suspend any member or guest for that day.The respective coordinator or member of the Executive Committee may extend the suspension for up to one week.Suspension beyond one week requires Executive Committee or Board of Director's action.In case of minors, notification of the suspension shall be made to the head of the household."

On a day-to-day basis, the Pool Manager and Assistant Manager are responsible for enforcement of these regulations.Any serious problems will be brought to the attention of the Chairman of the Pool Committee and the General Manager.
